In 1997, NeoDyne Industries announces it plan to launch a series of 64 satellites, codenamed the "StarLine Network", that will help to unify the world's communication networks. However, V.S.S.E. agent Christy Ryan discovers that the company's CEO, Ernesto Diaz, plans to launch an experimental nuclear satellite into space and sell it to the highest bidder. Escaping to a safehouse with a suitcase of incriminating data, she quickly finds herself tracked down and captured by NeoDyne mercenaries, led by Jakov Kinisky, moments before V.S.S.E. agents Keith Martin and Robert Baxter arrive to collect her. While Christy is taken to Diaz, Kinisky flees with the suitcase, forcing the agents to pursue him. After killing him during a boat chase, the pair retrieve the case and learn that the experimental satellite is being transported via train. Locating the train, Keith and Robert board it, and attempt to destroy, but are thwarted by NeoDyne's mercenaries and security, who manage to extract the satellite. Learning that Diaz is preparing to launch the satellite from a remote spaceport, the pair travel to the site, encountering further resistance led by Wild Dog - a former crimeboss that was defeated by the V.S.S.E. but whose body was never found. Both agents quickly are forced into a firefight with Dog, who keeps them at bay with a prosthetic mini-gun that replaced his right arm and additional assistance, but is defeated. Before he can be forced to surrender, he commit suicide with explosives, leaving the agents to focus on the satellite.

Time Crisis is a light gun shooter arcade game released by Namco in December 1995. It was later ported for the PlayStation in 1997, bundled with the Guncon light gun controller. Time Crisis is a three-dimensional first-person rail shooter similar to Virtua Cop and The House of the Dead installments, in which the player uses a light gun to fire at on-screen enemies. Time Crisis is best known for its cover system, in which players can duck behind cover to avoid enemy fire and reload their weapons. There are three stages, each consisting of three areas and a boss battle. The unique features are described below. A foot pedal that performs multiple functions: when the pedal is released, the player takes cover to conserve hit points while reloading the gun. While the pedal is released, the player cannot attack. In console conversions, a button command replicates the foot pedal's functions. The player loses a life if he/she is hit by a direct bullet or obstacle whilst not taking cover, with the game ending if he/she loses all lives. A light gun (introduced in Point Blank), which utilized a special memory chip to synchronize areas of the screen's image as the player rotated the gun around. The light gun also features a blowback function, which simulates real-life gun recoil. A countdown timer, recharged by clearing an area of enemies. As running down the clock causes an instant game over, the player must take risks, shooting enemies rapidly and hiding only when necessary. A time extension is rewarded when an area is passed, and there are also time bonuses awarded for shooting certain enemies quickly. The PlayStation port features an exclusive side-story mode, in which the player's performance, such as how quickly he can clear an area, affects the path he takes through the game, resulting in multiple possibilities.

The game utilizes a traditional top-down view and the player must navigate the protagonist Solid Snake through the game's areas without being detected. Detection will set off an alarm which draws armed enemies to his location. Conversations with Snake's allies and cutscenes are used extensively to advance the plot and gain more insight into it. Metal Gear Solid is regarded as one of the greatest and most important video games of all time, and helped popularize the stealth genre and in-engine cinematic cutscenes.
