Vigilante 8 is a vehicular-combat game set in an alternate 1975. Australian terrorist Sid Burn is hired by OMAR to dispose of all competing oil companies in the U.S. so that OMAR can establish an oil monopoly in the country. After hearing reports of destruction by Sid Burn's gang, the Coyotes, a man named Convoy, a kind-hearted trucker, forms a group of his own, the Vigilantes, to combat the Coyotes and stop the tyranny of OMAR.
The game's storyline is built around an alternate history, in which there was a worldwide oil crisis in the 1970s and the U.S. was on the verge of an economic breakdown. Strikes, riots and crime were rampant, and all available law enforcement were brought to the cities leaving the outlands vulnerable. A foreign multinational oil consortium, Oil Monopoly Alliance Regime (OMAR), was determined to monopolize the world oil trade. The U.S. was the last country that stood in their way and they were prepared to go to any length to bring the U.S. to its knees. OMAR hired Sid Burn, a professional terrorist, to push the U.S. economy over the edge. Sid began to organize his troops in the remote areas of the southwest. Calling themselves the "Coyotes," they began to target oil refineries, commercial installations and other vital industry throughout the region. With the law enforcement in the cities, some desperate civilians began to take the law into their own hands. Led by a trucker named Convoy and referred to simply as the "Vigilantes," this oddball group soon became a major hindrance to Sid. Meanwhile, the U.S. government, feeling more vulnerable than ever, was intensifying its research and development of a new military arsenal. The most advanced weaponry, rumored to be based on UFO technology, was located at Site-4, a secret facility at Papoose Lake. This information was not lost on Sid, and the Coyotes ambushed the facility. However the Vigilantes unexpectedly appeared to stop them and as a result, both parties found themselves in possession of the world's most advanced weaponry. What followed were no ordinary skirmishes. Auto clashes ensued all over the land, from Colorado's Rockies to California's farmlands, only to culminate in a battle like no other. To this day the events which took place are only a matter of speculation.

Twisted Metal consists of a series of arena-based battles against an increasing number of opponents in increasingly large arenas. These battles culminate in a face-off with the winner of the previous year's competition, Darkside, who drives a large armored car which fires multiple missiles at once. Players can choose one of 12 different vehicles with which to enter combat. Each vehicle has a distinct driver and special move. The controls consist of accelerator, brake, "tight turn" (essentially a handbrake) and turbo on the face buttons, with main weapons and machine gun selection and control on the shoulder buttons. Arenas are populated with weapon pickups to re-supply missile stocks, repair stations for repairing damage to your car, pedestrians, and course stewards armed with either machine guns or missile launchers.

The main fighting game is best described as a polygonal Marvel vs. Capcom game, with some notable differences. Control wise, the game varies from other Capcom fighting games by only having four buttons (two punches and two kicks, which is closer to the SNK game format) rather than the standard six. A player chooses a team of two characters, and fights against another two character team. The actual fights, however, are one-on-one fights, with the partner only participating by being called in when a player has enough 'vigor' for a Team Up attack, done by pressing a punch and kick button of the same pressure. The Team Ups would be some kind of double team attack by the character and partner, or (for most female characters' Team Ups) would heal the main character or give them more vigor. After the end of a round, a player (win or lose) has a choice to fight the next round with the partner from the previous round, or to keep their main character in play. The 'vigor' meter (essentially a super meter) could go up to 9 levels, with Team Ups costing two levels and super moves from a single person all costing one level of vigor. Much like the Marvel vs. Capcom games, launchers can be done that allow air combos to be performed, with all characters having universal low and high launchers. The game also had a few defensive techniques. Tardy Counters acted much like Alpha Counters from Street Fighter Alpha, allowing a player to immediately counter-attack from a blocking position. However, the restrictions on Tardy Counters are very lax; any hard normal, special or super attack can be used to Tardy counter (Alpha counters are only limited to certain special moves for each character), and Tardy Counters do not cost any extra vigor to perform (Alpha Counters required at least a level of Super Combo gauge to do). Attack Cancels allowed a player to cancel an incoming hit simply by timing their own hit with the attack, which would cancel out both attacks (though it does not nullify the remaining hits of a multi-hit move). Also, one additional level of vigor is awarded.
