Hogs of War is a turn-based tactics game where players take turns controlling individual members of their squad of hogs to engage in combat with the opposition, similar to Worms. Each turn, a player takes control of a single squad member in a third-person perspective to move around the map, including jumping over terrain and swimming over bodies of water, yet can only engage in combat when stationary. Each turn has a set time limit and ends if the timer counts down to zero, the player skips their turn, a weapon or ability is used or if they have accidentally injured themselves such as walking into a mine field or falling from a high surface. Other hazards include bodies of water that, while they can be swam in, is damaging to nearly all types of soldiers and drains health as they swim. If a teammate is knocked into water by an opponent, they will automatically swim to the nearby shore line. While difficult, it is also possible to knock hogs off the map resulting in instant death. If all health is gone and the player is on land, they will fall over with a last comical remark before exploding.

Players have access to a repertoire of techniques by pushing these buttons individually or in combination. Unlike Double Dragon, Gang Wars has fire arms (much like SNK's P.O.W.: Prisoners of War, except Gang Wars has both an assault rifle and a flamethrower), has a small amount of blood, has cut scenes, has two completely different playable characters and has a feature for customizing three fighting statistics (Power, Speed and Guard) for both players. The story follows a nameless protagonist who lives in near-future Tokyo. When a portal to the realm of demons is opened, United States officials order a nuclear attack on Tokyo. Transported with two other supporting characters thirty years into the future, the protagonist finds the Earth ruined by a demon invasion, which is now the stage for an escalating conflict between the Order of Messiah and the Ring of Gaea, conflicting cults who wish to bring about kingdoms for their respective patron deities (YHVH and Lucifer). The story is influenced by moral decisions the protagonist makes, aligning him either with the Order, the Ring of Gaea, or setting him up as an independent agent. The gameplay uses first-person navigation of dungeons and turn-based battles against demons. The player can recruit demons as allies by talking to them rather than fighting them, and two to three demons can be fused to create new demons.
